You cannot change the black background. It is build into the core Bing Maps 3D control.
In the past, though, I have set a circular opacity mask on the InfoStrat.VE control and limited the max altitude so the globe does not zoom farther out than the circle (so as to not reveal the black background). Then you can put whatever background you want in WPF.
